Relevance and Necessity for Counseling Services in Family
Service Agencies |

on a survey of more than 250 family service agencies, this
teleconference examined the issues facing agencies that operate
counseling programs, especially in an environment where funding
can be difficult and there are competitors for fee-paying
clients. Participants discussed the state of counseling programs
and the ability to review changes for more efficient and cost
effective operation. Presenters: Neil Newstein, executive
director of Alpert Jewish Family and Children’s Services, and
Tom Lengyel, director of research and evaluation services for
the Alliance.

Piloted Techniques in Expediting Foster Care Discharges |

implications of using paraprofessionals in The Drug-Exposed
Infant Project, a federally-funded demonstration project

mission was to achieve permanency more promptly for
substance-exposed New York City foster children under age six.

Chapin Hall Study – Youth Transitioning Out of Foster Care

findings of the Chapin Hall Center for Children study on youth
transitioning out of foster care drew attention to the failures
of policies that often force foster children to “age out” of the
system at 18 years of age. Jim Casey Youth Opportunities, a
sponsor of the briefing, conducted an initiative to support
youth leaving foster care with matched savings accounts to help
